Actually, blondes and redheads usually have the greatest density of hairs, because each hair is thinner. So it is probably "more hair" if you count by number of strands, but could be less volume.

If you are talking about body hair though, I think northern European peoples (covers a lot of the blondes) do have very little body hair, especially compared to darker-haired cousins.

Of course, Asians (also with dark hair) also have little body hair.
